As a small association with a dedicated and professional team of under 40 employees, we all perform a variety of roles with a one team approach to make sure we are delivering the best possible service and homes to our tenants.

Deal with the letting of properties and the overarching assurance that our tenants can sustain their tenancies. From help with paying your rent to benefits claims and budgeting. They know the area and the local community well and can often support tenants by sharing information about community services that could benefit you. They will also work with you to tackle any other tenancy issues you may face, keeping the areas that you live in clean and safe. 

Help people to live independently or move on to independent living by providing tailored support to tenants via commissioned services such as short-term housing with support and supported housing for people with longer term support needs. 

Deals with the upkeep of our properties, including repairs, improvements and maintenance of your home and making sure we comply with building health & safety laws.

Are the colleagues responsible for providing a range of customer-oriented and shared business services that no other team can do alone, such as managing the day-to-day finances, purchasing and procurement, making sure our IT systems etc. work properly, and ensuring that any queries, comments, compliments and complaints are dealt with promptly by the right people.

Our Executive Team


Our highly experienced executive team have a shared responsibility in ensuring we comply with the consumer standards throughout their operational activity across the business, taking strategic direction from the Board.

Elaine Morgan 

Chief Executive

Elaine, also acting as Company Secretary, is responsible for the overall leadership and operational performance of HCHA,
 and strategically directs, plans and manages all aspects of our work towards our vision and mission to ensure effective implementation of our strategy, ethics and values, and policy frameworks as agreed by the Board.

Andy Pyke

Finance Director

Andy is responsible for ensuring robust financial control and efficient management of HCHA’s accounts by developing annual budgets and long-term financial plans, monitoring financial performance, and providing financial statements, annual returns, management accounts and advise on necessary actions to manage cash flow, treasury activities, and investment strategies in compliance with statutory requirements and best practices. 

Petra van der Zande 

Head of Governance, Risk and Assurance

Petra, acting also as the data protection lead for the Association, is responsible for the functions that link us all, keeping us in check and making sure that HCHA delivers on people management, workforce health and wellbeing and equality diversity and inclusion, governance effectiveness, identifying and managing the risks HCHA faces and ensuring compliance with all statutory and regulatory requirements. 

Lee Westmorland

Head of Assets and Business Services

Lee is responsible for the functions that allow HCHA to stay up to date on everything that has a bearing on the value of our assets and how to ensure the safety and maintenance of those assets is in line with the latest regulations. This includes things such as managing the accounts and budgets for investment in property and equipment, as well as supervising the effective use of integrated IT systems and digital technology.
